We can meet your budget if you can do 1000TB/mo data instead of unmetered. You’d still have a full 10gbps port.
He uses it 24/7, so 1000TB won't be enough.

The budget of $200/mo for 10g truly unmetered dedicated bandwidth is very limited. With the providers that come to my mind that will do it, the client will likely have an undesirable experience in network quality/speeds.
