May I ask why not just get a HIGH Performance VPS? 8 Cores on a E5-V4 might not do as more as 4 vCores of a decent VPS. ( Scale Gen 2 / Ryzen/ Epic )

Following up here @niznet I definitely know we (and a few others) have E3 v5/v6 systems that would be at/under your budget. It just depends if 4 cores/8 threads at almost 2x the speed of an older E5 makes sense for your use case or not.
It's a low budget unless you want legacy hardware.

Now that is a sweet offer, not to mention 1GBPS un-metered.
GB6 is ~1700 / Core, ~9900 on all cores total, that is more then most Xeon E5-v4 will ever do.
I have both, a dedi and a (good quality) VDS and both have positive and negative sides. A dedi obviously isn't shared which translates to no bad-neighbour problems. At all. Also, and important for some use cases, no worries about heartbleed and similar vulnerabilities. Plus direct control via IPMI.
The problem/minus in cases like OP's is that low core count dedis usually either are stone-age or very expensive (in relation to what you get). The terrain with less than 8 cores just is difficult (also for providers it seems) and most dedis you can get are old and worn out "let it earn some money instead of putting into the scrap container" which i.a. translates to low reliability.
With VDS OTOH you get way more bang per buck, but at the end of the day it still is just a VM.
Plus in OP's case the budget is problematic because it's hard to nearly impossible to get halfway decent colo (1HU, let alone 2 HU) for that budget which closes the door to a (for some cases) attractive option: Just buy the box yourself and colo it.
Funny, I just did a quick scan, albeit not for what OP is looking for but rather for the range of 4 cores/8vCores, 16+GB memory, 250+ GB SSD (or NVMe but that's unlikely with a cheap dedi) ...
... and to my amazement I found that one actually can find "low-end" dedis that not only aren't much more expensive than a decent VPS (similar specs) but in fact are cheaper than VDS, although obviously slower due to VDS nowadays being increasingly Epyc (or even Ryzen) based.
The only significant disadvantage of those cheap dedis is that usually they come with limited bandwidth (but a generous, often even unlimited traffic volume).
For me though an older processor is OK, especially when coming with plenty memory (people just seem to not get it that oftentimes more memory is better for performance than a faster processor) and e.g. 50 TB is plenty of traffic volume for me.
So, in a way good news @niznet, if you are willing to put some effort into searching (and to make some compromises).
