If the client machine is Linux, you can use tc-netem to implement traffic impairment such as increasing latency and adding jitter.
Otherwise, you can use a VPN in a country far from both your client and your server, which is effective in increasing latency through triangle routing.
The client machine is Windows Server 2022. How does the vpn method work? I'm from Australia and the vps is in Netherlands. Do I find a vpn located in Netherlands to improve latency?

Nothing you can do.. that's a long distance. Best bet is to get a VPS with @trewq FlowVPS in Australia.
You should use a VPN in a country that is far from both the client and the server.
For example, Brazil or South Africa.
They can effectively increase your latency for traffic impairment purposes.
