also what is the best dedicated server to start with for this purpuse and is upgrading possible in the future?

It really comes down to if you require that amount of bandwidth. Personally I would say you want at least a 10G port as this would allow VPS's to have at least 1G ports to them or higher.
We see a large number of VPS's use very little 1-5mbps while others can use a few hundred it all depends on the customers usage.
1gbps would do fine as a starter.
There's no one-size fits all answer, however, my advice is go for 10Gbps. In this day and age, the market needs you to stand out and shine, specially if you are selling VPSs from that proxmox node.
If the proxmox node is for your own VPSs, then I would suggest you do a simple study, and understand how much bandwidth you actually need and plan accordingly.
In the EU/US, 10Gbps is cheap - in comparison to Middle East/APAC etc.
If it's an option, and the price is right/justified .. do it.
