Any provider that supports mounting a custom ISO will do. So you can mount a Windows 7 ISO and install it manually.

You'll need to be really careful about exposing Windows 7 to the internet because it has some nasty vulnerabilities that never got patched.

Like @CloudHopper said, I wouldn't recommend it because Windows 7 is god-insecure.
If you really have to do this, get a cheapo Linux dedicated server or VPS with nested virtualization and run Windows 7 as a guest. This way you only expose what you really need to.
I think it's better to recommend going with Windows 10. But @Taoron said that he already has the license for Windows 7
Windows 10 will go EOL this year. It's a better option than Windows 7 security-wise but is also a ticking time-bomb.
Windows Server 2012 and newer doesn't even support 32-bit. Windows 8/10 only do due to low-power x86 tablets (all which are e-waste at this point in time).

Try to dockerize it using Wine. I did so myself for a couple of legacy Windows applications. This way you're not restricted to Windows a VPS and you can contain it a bit better.
We could do 2 VPS's with private networking between, and a virtualized firewall, so you don't have to expose windows 7 to the internet: smcvps.com
Don't listen to any of this negativity. Go in there bareback. Unprotected. Windows 7 no SP's. This is the new world. Be a trailblazer.
