China blocks rotating IPs. You can go to a deal site and buy a lifetime VPN and some will work. I just download a bunch of the best free apps when I land and test a few out. Half work.

Thank you all, I have tried all of this except Mullvad. Right now, I am using LetsVPN, and it works fine. However, you can not change servers, so I am stuck in Hong Kong, and Netflix detects the VPN and blocks it. I will check Mullvad.

Next, I'll share my personal solution: I am located in central China and use China Unicom broadband. After numerous attempts, I found that many VPNs on the market are not effective. Ultimately, I decided to set up my own service: I purchased some cheap VPS and applied for some free VPS. On the server side, I set up Nginx, Trojan (WebSocket+TLS), and Hysteria2, and generated a Clash configuration file. To further disguise my activities, I ran a Nextcloud website on the VPS.
On the client side, I installed Merlin Clash directly on my ASUS router for transparent proxying and domains distinguishing. If the router cannot achieve transparent proxying, you can install Clash Verge on your computer, Clash Meta on Android devices, and Stash (a paid app) on iOS devices.
For domains distinguishing, when accessing non-Chinese mainland websites daily, I connect through a Hong Kong VPS on GCP; when watching Netflix and Prime videos, I use an Oracle Singapore ARM VPS. As for other specific websites (such as Openxxx, Redxxx, Pornxxx, Betxxx, etc.), I configure them according to personal needs.
Additionally, I utilize an idle i7-4710mq mini PC to run Docker, installing Adguard Home and MosDNS for ad blocking and DNS resolution control, distinguishing between Chinese mainland and other regions' domains.
I have been using this solution for many years, and it has never failed me in personal and small-scale sharing use, far outperforming many commercial VPNs.

That's a good option, but you cannot guarantee Netflix and Prime with VPNs for a long time.
there is NO VPN service provider can promise you that their service works 24/7/365 in China.
The local Chinese use proxy service to unblock websites. it's much better than VPN, and those guys use a special network (called IPEL or something) to tunnel the traffic, this special network do not go through the GFW, so no port/IP blocking . and those proxy service only works in China, so no English website.

I have a VPN server using hiddify if you want to try, I don't know if it works in China or not.

Some vpn protocols that serve traffic over https will less likely to get blocked in my opinion.
When it comes to GFW it's a bit tricky, but nothing is not possible, I recommend you to use Vmess protocol with encryption (chacha20itefpoly) with tls enabled and xhttp protocol, also do not forget to use nginx and also setting up a fake website on your server , this method is a bit complicated but works fine, you can also use hysteria2 which acts as a normal website and is easier to setup
I personally use 3x-ui panel for Vmess and s-ui panel for hysteria
Note that both these 2 are for personal use and you should run them on your own server , simply search for 3x-ui or s-ui on GitHub.
There's also another way to use vpn in china (I don't know if it works or not but at least it's free) and it's through an open source app called "oblivion" which is available in both GitHub and google play and it's also available for windows, Linux and Mac
try it first and if didn't worked go through setting up a vpn on your own server

Yes, I have letsvpn but the issue is their server is in HK and I can not access Netflix and Prime gives me only the local programs no the USA ones
Tor works quite well with the relays on ports 65535.
It seems that GFW is not blocking port 65535, apparently due to a one-off bug. These Relays, set up on this port by a single person who clearly knows the bug, are always reachable for me.
