The budget is quite unrealistic for something stable

You may need to double or even triple that budget to get something with that spec and also for it to be a stable server.
We are doing some older hardware clearance on a thread here but still cannot do $5 a month when you calculate the IP fees, payment fees you are left with about $2.5-$3 a month for the provider.

Give it a few minutes and you will see companies that will offer at cost with 7950x / EPYC resources with a Windows license. It is an event to see those comments offering at a loss.

Yes, I do not see the point in offering servers that low because it is a invite to deadpool, we are able to offer higher spec on the older hardware but will still be suitable for some customers.
I just feel it is pointless when providers fight for these customers at all costs then run at a loss, the annual payment is fine for a few months but after that issues start and providers start to oversell to try and get a little more out the hardware to prevent dead pooling or look for reasons to start suspending annual payments customers after the protection cut off window to free up space for the next customer.

From what we have seen providers that offer 1 GB at $ 0.30 cents less the paypal discount but they are premium providers with good quality they last a quarter then they do deadpool and when they can not cover the expenses they recriminate it because they close if the expenses are not profitable a beer / coffee costs $ 5 + a hamburger = $ 10 the cheapest but they want a server at $ 7 a year with IPv4 ryzen 7950x which is half the price of a meal is regrettable but many providers lend themselves to this and what do they do? They publish them, buy a dedicated, throw everything down, customers consider them premium and then close and leave! A legal company pays taxes in its city, generates jobs, pays taxes, pays licenses, servers and they cannot and on top of that they consider them not premium!
I dare say that 50% generate taxes in places where it does not correspond: Estonia, Delaware, London when their companies are from another country with tunnel services but are A1 Premium, the others are not premium for offering expensive servers at $5 per month
