DMCA is only valid in the US and A, so almost any host in Europe will fit your requirements.
But the fact is not like this. Many European hosting providers are often subject to upstream controls and comply with DMCA!
Because what you're doing is probably copyright infringement. And copyright infringement is illegal everywhere. DMCA notices often just double as copyright infringement notices. What you are really asking for is a host that ignores copyright infringement notices, or at the very least, puts up a fight until a lawyer or someone important contacts them.

DMCA is a US law, and in theory other countries do not need to comply with it. European countries all have their own copyright laws, which means that in theory some European countries do not need to comply with DMCA, but now many European hosting providers will send email notifications and block users' accounts as soon as they receive emails containing DMCA copyright complaints. Is DMCA > your own country's copyright law?
I understand, but even if the term "DMCA" is used in a copyright infringement complaint, it does not necessarily mean that it is an invalid complaint to a European provider. Many DMCA notices also serve as a notice of copyright infringement occurring on infrastructure. Yes, there are some nuances that are different, but the core idea usually stays the same. If you are downloading, uploading, or distributing copyrighted content and a host is aware of that (regardless of whether the notice says "DMCA" or not), they will likely act. Some emails, yes, will mention DMCA in the subject or message. But still, it is a notice of copyright infringement. There are some hosts that are more lenient regarding this, or who may not acknowledge automated notices.
This is not necessarily the same for all European countries and all hosts, for example, I'm pretty sure Switzerland has a grey area regarding piracy for personal use.

btw if you don't expose publicly your stuff you can use any host like Contabo or Netcup that are very generous with disk space. Copyright infringements happen 99% because you share that publicly.
e.g. you want to host a private Plex server for you and your friends behind a password or VPN, that is totally fine. Contabo, Hetzner, Netcup etc will never check your file contents.
I'm pretty sure they have some sort of crawler that check for your contents but don't care about copyrights, they probably care only for terrorism, cp etc

is it all about the IP or let's say ASN? DMCA usually goes to the person who manage the IP, if the IP holder do not co-operate , is that means DMCA mail not working anymore? i know there are several other methods to stop the site running, but if the DMCA mail don't work, the cost of stop a site is goes to be very high, they copyright holder will not take actions in like say 80% of the case.

I don't understand why you can't just do a simple nginx reverse proxy, or something like OVPN.com (static IPv4) through a WireGuard tunnel? Pay for a cheap server from OneProvider.com and a cheap VPS. You'll be good to go.
