No options I can think of, the cheapest ones are probably $5/month
I think a VPS in Miami @Advin @MikeA would be a better fit for South America. In addition, that budget is too low.
You won't get any in South America for a cheap yearly price, simply not possible. $7-10/m will do.
Can recommend @Zappie, but you'll need to make some big adjustments to your budget.
