Hello, are there any VPS providers that charge 3-10 USD / month
and IP addresses are not a monthly fee but a one-time setup fee, It's like an old ovh game?
There is only a one-time fee for activating the IP address and there is no monthly fee.

if it's ipv6, you can get a /64 or a /58 or something with your VPS; That's more than the /27 IPv4s you are looking for.
ipv4... yea... no chance. Normally you have to pay like ~100 €/month per /24
so... there shouldn't be that many that are willing to give them out for free.
but perhaps you can squeeze 4-5IPs for a 5€/month system.
e.g. v6node should be like 5€/month + 0,80 per IP per month
cloudzy is like 1,5$/month/IP
Why you need some much IPv4s on such a low spec vps?
