FineProxy.org (Russia) or BrightData.com (ex-Hola/Luminati, Israel), both are good people.

I personally steer clear from Oxy (they operate NordVPN), not only becuse of stealing IP (Intellectual Property) from BrightData, but because they are just shady people in general. I'd rather work with a no-name company like FineProxy, than bother with Oxy, who I know won't care about anything other than lining their pockets.

    My 2c.

What type of use if I may ask? I may have an alternative idea, lol.. a cheaper one at least, haha. But some of these might be blocked. Cheap, though...

Well, you can continue renewing PremSocks.com (it's super cheap, clean), but they are rotated, so, a streaming service may have banned it. But they are real residential, same as BrightData and Oxy.

The only other idea that I have is to buy a cheap dedicated or VPS from one of the ISP's here that have their /24's announced by one of the residential ISP's.

I don't know the providers that do it personally, but they definitely do it. Someone else may be able to point you in the right direction, and in that case you keep the IP as long as you keep the VPS.

Before you commit to anything go with a short/cheap trial.
I found out that brightdata blocked one of the website I needed, "Games".
Something else blocked my requests to captcha service so yeah.
webshare.io seems to be blocked almost everywhere.
dataimpulse seems to be cheap, but theirs 'residential' rotating are mostly datacenter one (or marked proxy/vpn) - at least when querying random service (like ipapi.is)
