Lowest I've seen in Latvia is veesp with 1gbit at $5/month

Are you considering buying the more expensive one (around $5)? If so, 4vps is a good choice.
I have a VPS with @Hosteroid in Lithuania, which is pretty close and I'm paying around €2/month, (on annual basis)
