A little high-end custom vps wanted in EU

So, i dont want dedicated for this, as i dont want to monitor hardware and deal with that part of the hosting. Currently i run on Netcup, and that works fine, but i do miss a few things on this, so i want to look for alternatives.

Here is my requirements :

-4 Ryzen or 6 epyc cores (or more)
-16GB memory
-100gb+ nvme storage
-Some additional HDD space (1-10TB preferably)
-1 ipv4
-AMD-x ENABLED (as i do run proxmox to test out stuff)
-Somewhat alot of bandwidth (preferably 100TB, to have headroom)
-The option to add more storage, ram and CPU in the future is also mandatory, as needs can change later on.
-Ddos protection (who actually works, not some paper bullshit you can down with a $3 paypal payment) is a bonus.
-EU location is mandatory.

Usecases : Run my private stuff (some websites, nextcloud, jellyfin and some others). I will also use it to spin small vms to test stuff (proxmox), and i will be using it to seed some torrents on private trackers. I will react to any DMCA, but i havent had one in the past 12 years or so. But i want to mention it anyway, as a good portion of the traffic will be torrents.

So, is there anyone here offering such a system? I know i should split it up into multible servers, but i like to have all my eggs in one system. I will run external mass storage via rclone for backups and jellyfin.

Budget is not set in stone, but up to €50 euro / month is what i am willing to spend on this. Willing to work out details with providers who are able to be flexible "on the fly". I want the option to grow the server later on, but i dont want to pay for tons of resources i wont use either. Makes sense? :)
