I don't know of any VPS with flexible locations that cheap, but I know of one in Ohio in the US that I found while searching for low cost colocation: https://microtronixdc.com/products/vps-servers
They offer instances which include 1 IPv4, 2vCPU cores and unmetered 1gbps network (this is why I am still interested in them)
For $2/mo they offer an instance with 0.5GB RAM, 20GB NVMe
For $3.50/mo they offer an instance with 1GB RAM, 30GB NVMe
I have not tried them yet so I am not sure about the service quality and support and they seem to only fulfill orders during work hours (9-5)
