At first I thought 1 Pentium 4 CPU wouldn't be enough for my Nigerian scamming site, but boy was I wrong. I purchased the Chimpanzee Package and Mzungu has optimized my VPS experience, plus even gave me an extra 96MB of HDD space of blazing fast storage for no charge.
And yes, the newtork is fast my man.

On the more serious note, I believe many African providers (like web4africa.com) were acquired by HostAfrica which has VPSes starting from around 9 USD / month (im not sure about the Nigerian location though).

I haven't used any of them so you should do your own research. Sadly for the price you're requesting I was unable to find anything.
Surprised that Scaleway got so many locations. How is the quality? Do they provide guaranteed bandwidth?

Oh and I forgot - there's also sitehub but the price is also around 7 USD / month. They had NAT VPS for around 4 USD but seems to be unavailable at the moment.

Also, do you need the server to be physically in Nigeria?
Reading the terrahost statement it seems like the bandwidth and power there is expensive so I doubt you'll find anything in your price range.
If you care about latency, maybe your ISP has good peering with some European (ex. Portugese or British) provider which might be even cheaper.
