Those numbers are "less used" and are more likely to work.
Many also track usage, so you may search for some particular service/website and get a number, which wasn't used to register there yet.
Some also offer "fixed" numbers, available to a single client exclusively.

It should really only be based on ad revenue, and I think your virtual numbers are going to get abused so badly they'll become unusable very quickly.
It is open harvest for numbers. If you send sms to such number it is added to the “list”. And after that, depending on your country, lists are sold. It is data harvest, nothing else.
Whenever I use such website I always have at the back of my head that somebody in charge of this number has basically the control over the account I create.
Any two-factor or password reset to SMS goes to the owner of this number and I've seen people registering many kinds of accounts like email, instagram, twitter but also some financial services.
They have ads of course but I wonder if maybe they have some ulterior motives to that. Also they're not a lot of such websites providing numbers for free. Some of them work, some don't.

They are not hard to find... Ones that still allow you to verify accounts with, those are rare..
That being said, I've tried a few paid ones and I haven't been able to use them to re-activate my GoogleVoice that stupid me let expire from non-usage.. Didn't expect that I wouldn't be able to get it back..
