OneProvider.com should be able to help, they resell Scaleway (Online.net), and as @Saragoldfarb stated. They are the cheapest, and most reliable, too. When I say that, I mean they deliver, and when something bad happens, they will just usually replace the whole server. So, make sure to keep a backup.
