You could try Hetzner's auction servers. These are decommissioned servers, and the one I currently have is an Intel Core i7-7700, with 2x 4.0 TB Enterprise SATA HDDs, 64GB of RAM, and a dedicated 1Gbps port. It costs €30.7 per month. The only potential downside is the risk of hard drive failure (although mine has been working perfectly since April of last year). Since it's a dedicated server, you'll need to take care of data backups yourself.
Direct purchase prices might be a bit higher. I just checked their page, and there's one that meets your requirements with an Intel Core i7-6700 CPU, 64 GB of RAM, and 2x 4.0 TB Enterprise HDDs, located in Park Helsinki, Finland. It's €0.0556 per hour, with a monthly maximum of €34.70.
