Intel Arc A380 does offer H265/AV1 encode/decode. Intel's Arc GPUs have had AV1 support at low prices since their first generation, the current generation is a lot better though.
Mac Mini M4 does have H265/AV1 encode/decode starting at $600.
intel gpu is great choise for av1 encoding
"Best" depends on what you're trying to optimize for.
I've found GPU h265 encoders to be barely acceptable in terms of quality, whereas CPU encoding at comparable quality settings was 10x or even 20x slower but the end result was much better (fewer artifacts, much less square blobs between frames, etc.).
Huh really? I know nothing about encoding, I thought it was the difference between counting on your hand (cpu) or by using a calculator (gpu), end result is the same but the time is vastly different
Different codecs require different optimal hardware setups.
