Hello , im new here and in this world , I have two use cases, and i will only choose one.
Im looking for a

Server 1
CPU 4 Cores & 8 Threads 3.0 Ghz i5(12 or 13th gen) / Ryzen 5 5000 or more
32 GB DDR4 Ram
10-20 TB SAS
1Gbps (If it is more it is appreciated) & 50 TB Bandwith (minimum) / Unmetered
"Maximum" Budget <=$180

OR

Server 2
CPU 12/16 Cores & 24/32 Threads 3.2GHz
128 GB DDR4 ram
160-200 TB SAS
Options of Gbps and impact in price (2,5,10) & Unlimited bandwith

"Maximum" Budget <=$320

Location: Whatever , but if its a country away from DMCA , would be better. (Panama (Perfect), Rumania , Singapur , etc.)
Payment method: Crypto only

Hetzner reseller such as @mustafamw3 could offer you something in the SX range and allow you to pay with crypto?

Thanks for the mention! We do accept crypto payments. However, we do not ignore DMCA reports—we take them very seriously.
