Cheap, low resource VPS for IRC bouncer

It's literally only going to be used to run https://wiki.znc.in/ZNC so need a really low spec VPS with the yearly price tag to match those low specs. It could honestly be IPv6 only and it would be fine, but wouldn't mind having both. Location doesn't matter, just needs good uptime.
