Understanding the test results for nws.sh

Sorry, this might look obvious, but I'm quite confused about this test. If we look at the first entry:

Abu Dhabi, AE 259.21 ms 0.0% 3071.56 Mbps 308.15 Mbps du - Abu Dhabi

What exactly does the DOWNLOAD of 3071.56 Mbps mean?

Is it the download rate of my server while data was being uploaded from Abu Dhabi?
Or does it mean the download rate from Abu Dhabi fetching from my server?

I'm concerned if my server is slow at sending data to customers.

    Yes. It's from the viewpoint of your server.

    It looks normal to me, if you need higher speeds to locations with rather high ping/loss you could try BBR.

    Yes, it is enabled:

    net.core.default_qdisc=fq
    net.ipv4.tcp_congestion_control=bbr
