Is this gonna bottleneck with 8 cores and 2GB ram?

I am in the need of a server to perform FFmpeg video encoding (resizing video and converting to HLS), and I remember I have 2 following idle servers
1. Server with 8 dedicated cores Xeon Platinum 8171M and 2GB ram
2. Server with 4 dedicated cores Xeon Platinum 8171M and 12GB ram

They are currently running some bot on Windows. So, which one should be suitable for the job so that I can reinstall Linux into that one?
