Does this essentially mean "~10 TB per month on a 1 Gbps port"?
The NIC is gigabit.
So I think it's just meant to give away 30Mbps by default and then up to 1Gbps can be added for a fee.
In other words, bandwidth is purchased separately. These are just the costs of the machine rental.

This is faster than Contabo's "1gbps" connection in singapore. Sadly that is not a joke.
Just for information, 5Mbps - 50Mbps is very typical for hosting services with direct peering to mainland China, at this pricing. Bandwidth there costs significantly more than in the North America or Europe unfortunately...
