【Need Hosting With Proven Running Installation of PhpList and GhostCMS】
Here is my situation:
I recently got shared hosting with an ISP at WebHostingTalk. The ISP says that PhpList and Ghost CMS can be installed via Softaculous. which the ISP offered. So, I signed up, but Softaculous came back with error, saying the PHP of my ISP is too old for PhpList and should be upgraded. Meantime, the ghost cms script was not in Softaculous, at least not the version the ISP has.
So, I learned a lesson here. If the ISP has proven running installations of whatever script I want to install, then I am likely going to be OK, but otherwise things may not work out.
So my question is, is there an ISP with Proven Running Installations of PhpList and Ghost cms? I am familiar with cPanel and Softaculous. But I have never used PHP. My needs are (1) to have a newsletter subscription membership site (which ghost cms is well suited for) that can handle several tiers of subscribers. I do need to do email sending periodically hence the need for PhpList. I am a minimalist. So if some other script can do the job, that is fine too. I don't have to use Ghost cms. or phplist, if something better is running at the ISP. cPanel is good for me due to familiarity. But if there is something better or just as good, I am willing to learn to use it. I do not need a bloat of features I do not need.

Most shared hosting providers have multiple versions of PHP on the server, and you can select a version in the control panel. I guess this could fix your phpList installation problem.
Just because Softaculous doesn't have a script for automatic installation doesn't mean it can't be installed on the server. However, Ghost CMS isn't a PHP script; it is based on a Node.js stack. It might be possible to install it on shared hosting, but it does not appear that any official installation guide has been made for this.
My guess is you should be asking for a managed solution/hosting, not shared hosting, because it sounds like it's your lack of skills, not the shared hosting, that is the problem.
If you have a very limited budget, you should get a VPS and install CloudPanel (cloudpanel.io), but you will have to do some manual installation.

We use Virtualmin as client panel for our customers and Ghost installations work with it. PHPList is also available
You cannot run GhostCMS on a shared hosting plan, this takes up heavy resources as its node based. Its databases runs minimum 400-512mb.
If you get a shared VPS for a low traffic site, you will need a 2gb ram vps to avoid abuse bans and spikes. 1gb ram for those with generous usage and abuse policies but I would not recommend it because they will ban / ask you to upgrade. You can pay https://www.ghost.org for their managed service, always have the latest and greatest and no technical skill involved.
Or you can score a dedicated server or VPS during the holidays on this forum. My signature has a link to a $200/yr dedicated server (temporarily, while its available) from @SolidSeoVPS, and.. that is one of the best deals I can find, I got a dedi just this past week when the deals posted myself and I am migrating 2 wordpress and 1 ghost CMS site to it with stupid amounts of resources to spare. Downside - I got to set up the server to host it. I use https://www.easypanel.com to do this, they have a generous free tier.

I think I will give pikapods a try first. May try one or two additional services later.
I tend to like to have at least one fallback. That is why I usually maintain 2 parallel-running setups with different vendors. Later on I may try one or more alternatives
since I have different types of content and several domain names that i can use.
