looking for vps for storage 100gb ~ 1tb in asia region

i'm looking for cheap vps with good connectivity to asia region, or even asia itself specifically to/from malaysia/singapore.
spec wise should be as follows:
cpu 1 - 2 core
ram 1 - 2gb
storage 100gb - 1tb (hdd/ssd doesnt matter)
1gbit link up/down
budget for under $12/year (or less than $3 a month)
let just assume self host/any paid cloud such as google/onedrive/dropbox is not an option.
ive tried alot of cheap vps outside asia, eg us, uk, de, hk, the speed is very unpredictably inconsistent, sometimes downloads at 120mbps, but uploads barely 5mbit. not sure whats the issue is. cloudflare warp sometimes helps, but i cant expect all my client to be technical and use cloudflare warp. id like it to be as straightforward as it could.
SG seems to have the most stable but it is costly. ive tried hosthatch vps storage plan for $5 1tb sg region. but it seems the server speed is really slow most of the time, both in term of processing and link speed. tried ovh too, its fast but wayy pricey.
my use case is for me to deliver project files to my user/client. easily 20-50gb for each project. or sometimes client to deliver their materials file to me. but through a specific file sharing web portal that we use.
currently im using kuro-it uk region. it seems ok for the moment. around 100mbit down 60mbit up. but still hoping for a better speed/offer if possible.
