Low price / free service for sending newsletters (non spammy) via email

If I want to have a newsletter signup for my website (or multiple websites), is there a good low-cost email service that I can use that won't end up in Spam?
Can we use MXRoute or CraneMail or OnePoundEmail for this?

I would want to send email only to those subscribed to the newsletters, and not send email to those who did not ask for it. So how can I configure to send an email verification first, and only subscribe to those who verify, and also there should be way to unsubscribe.
Also for contact form submission: user submits form on website, that gets emailed to me, and a copy gets emailed to the user too, how can we do this? (this is more a secondary concern for me, main concern is with newsletter)
I would also like to keep the newsletter of high quality (to the best I can), and also not violate any terms of service of the email provider.
I am currently not running any newsletters at the moment, so will be starting from zero. I see many offer free services (services like MailChimp) upto certain number of subscribers - however the problem is that even the cheapest paid plan is very expensive, and I was wondering if I can do it with providers from LES.
What would you recommend are good options? What do you use yourself?

So long as the emails are clean it should be fine for anyone that offers email services and even shared hosting.

I think you should use Amazon SES... I think I pay like a few USD a month? It's really, really cheap... Best delivery, best everything.
If you use Wordpress, there are tons of available plugins that can handle this type of functions so you don't need to code.

Just SMTP details, bro. You can enter any SMTP details in WordPress... make sure you have the right SPF/DKIM stuff set up, that the domain is aged enough, and don't send too many emails all at once, and BE SURE that every email is valid, and you won't have issues even with Hotmail.

I've used this one before; they have free version and a paid one with more features. But for your requirements (manage user subscription and send newsletters), the free version should be good enough.

So I can use OnePoundEmail as long as the emails are not for sales?
The MXroute TOS at the time of writing indicate that it can be used for a newsletter that isn't selling anything, provided the newsletter complies with legitimate usage, spam, and content restrictions.
It still has a 400/hour email restriction, though I guess you can just figure out a way to not send mails at once (like one every 9-10 seconds) and that'd come out to about ~5000/day which should be enough for a small newsletter. But gonna need @jar to confirm whether that's fine.

Yes. I can confirm this. Currently using OnePoundEmail to broadcast internal communication, greetings, and other stuff, works great.

1. Create email account on their panel
2. Adding necessary DNS record; SPF, DKIM, A record. You can see the details from their documentation.
3. Install mail marketing suite, I'm using listmonk.
4. Setting up SMTP details on listmonk.

I find SES, Mailjet, Brevo all working well to send newsletters to subscribers.
There's also free tier of services like mail chimp, constant contact sendinblue.
Brevo, they are optimized for sending marketing emails
If you do reach their limits then the prices are very high even for the lowest priced tier.
