You can get a VDS, not VPS, which would be below your price limit:

• 1 slice — 1 dedicated AMD EPYC core // 4 GB RAM // 250 GB NVMe (ref) // no RAID-Z 2 HDD
• 4 TB @ 10 Gbit/s ~or~ Unlimited @ 250 Mbit/s with daily speed increase [unmetered 10Gbps download on both options] (noref)

You can optionally add 500 GB SAN disk to this config (+$1.50) and still remain within the budget.

They also have a very similar VDS plan with smaller slices, which would give you a 2 cores / 8GB / 250GB / 8TB config (2 slices) for less than $6 as well.
