Requesting an anti-DDoS Dedicated Server w/ 32-64GB RAM, atleast 16 cores, 1Gbps, US West Coast...

As the title goes, here are the expected specs:
32GB RAM(64GB preferred)
ATLEAST 16 cores @ 3.1GHz+
1Gbps with atleast 60TB bandwidth
US East Coast preferred but anywhere within US.
1TB NVMe SSD(512GB can be fine too but 1TB is preferred)
Budget: $150-$200 per month. No Setup fee preferred.

Now the elephant in the room:
Client is a domain parking service provider. He needs a provider which will be willing to work with us if there is an Abuse complaint. He gets alot of emails from netcraft and sometimes DMCA but none of them are or will be legitimate complaints. These complaints originate because sometimes someone may use parking advertisement service for distributing malware, and certain parked domains(has thousands of domains) may be used for that. That said, its only dynamic and advertisements keep rolling. EVERY SINGLE ABUSE COMPLAINT IS ANSWERED AND NONE OF THEM ARE IGNORED.
The provider must not suspend us for above DMCA trolls or netcraft complaint(who send DMCA to hosting provider for some reason for typo domains parked with the client).

The server will be used only when there is a DDoS attack on main infra. The server on which the attack is happening will be routed to this Dedicated Server so that the advanced scrubbing takes place here. So expect alot of DDoS, thats why its a necessary prerequisite. It will act as a frontend proxy for contents served from the backend server.

There will be NO TORRENTING with this server.
There will be NO BANDWIDTH ABUSE with this server.
There will be NO MALWARE DISTRIBUTION with this server.
There will be NO BITCOIN(OR ANY OTHER COINS) MINING with this server.
There will be NO ILLEGAL ACTIVITY with this server.

Client has been with OVH but when there is a DDoS attack, the connectivity between anti ddos server(ovh) and client's haproxy backend, is broken or faces high packet loss which isn't ideal as the visitors are now then served a 5xx error.

NOTE: ## Do not reply with offers if you are gonna instasuspend immediately upon first DMCA troll or netcraft email. None of the abuse complaint's content are gonna be used with client. It will always be the parking ad service provider like bodis, godaddy, etc. But netcraft tends to email the main domain's A record IP owner.
