[Windows 10] Invisible notifications area that can't click through

I Googled but can't find any info about this.

I've tested on Windows 10 Pro and Enterprise 64 bits, 22h2 latest version

For some apps, I disable the "Show notification banners", but still allow the notifications to come and display in action center.

When there are notifications, the bottom left of the screen, where the notifications would banners appear, become a strange area, the notifications don't show, but I can't click through that area

Anyone see the same issue?
