Looking for a xen VPS that is under $20 with cpanel. Is this realistic to expect with 1 GB RAM?

currently the 2GB Xen VPS is just under $7 and the cPaanel internal license is $11 so just shy of $18 for a 2GB Xen VPS it is possible
