If I've previously registered a domain with a registrar but it has long expired since, and I want to register as new on another registrar, should I "transfer" it first from the previous registrar? I mean does the previous registrar "own" the expired domain?

Check in whois if it is available, if so just register it in the new registry, is not possible to transfer fully expired domains (Because nobody owns it )
