Sure. This is what I did. I setup Samba and then did Jellyfin on Docker, all on OpenWrt. Before choosing Jellyfin, I did do a quick research on the options. Plex might be slightly better if you are planning to buy their subscription. If not, Jellyfin should cover most of your needs. If you need any help during setup, just lmk.

Plex is costly. I think I paid for their Android app few years back. Never used it later.
I want no cost solutions only. Jellyfish seems good. Can we create accounts with it? like give access to family members their own account? (user accounts)
They're fun little boards, I first got one back in 2013 before they had many distributors and I actually had to order from them directly. If you do get one of their boards (Odroid), they have plenty of forums posts about it and their wiki has a ton of infomation if you like to truly tinker https://wiki.odroid.com/
It is a bit spendy but I bought a lifetime pass on a blackfriday special several years ago and they honor it. I know if I paid monthly or yearly, I would have spent more $ on it by now than what I did for the lifetime.

Was it worth it? Never really liked plex's community, and was broke at the time so I went with jellyfin
Also yes creating accounts is simple and easy on jellyfin, and you can limit access to content, say if you want to have a kid safe account
Varies depending on which board, if you get emcc or not, and even the case/addons. It's just another option. In a sense, it's like cellphone soc but on a board, option of android or linux, and have access to the source code to compile it (if wanted/needed).
Yes and no, I could have lived without it but I accepted I bought it. I do absolutely love the the intro/credit skipping and the hardware transcoding. I only used the "download" feature earlier this summer when I went on a cruise and that worked nicely. Though it's not like I wouldn't have just manually loaded files if I didn't have that option...
