Can be deleted, it's just that the "claim back" functionality is too hard to manage. We could have done an advance payment but we choose to don't

It is an hourly billed plan, you just cannot delete it and buy it again, it's once per account.
It's hourly: if you manage to get one, and after 7 hours you decide to delete it for whatever reason, you will pay just that 7 hours.
