You'll have a lot of issues then.
15 accounts is $4/month at NOC pricing. A host is $48/year in cPanel costs alone. That leaves $60 for the dedicated IP and 10TB of bandwidth, and whatever space you're wanting.

+1 for namecrane, if they are out of your budget then you're probably not gonna find any legit company

I had purchased VPS with cPanel here ($29.99/mo + $12.99/mo) = $42.98 per month and got 2 CPU, 4 GB RAM, Unmetered bandwidth, 100 GB NVMe SSD, 1 IPv4 dedicated (plus 2 free) (they offer in U.S and Europe). You get WHM and cPanel and can create upto 400 cpanel accounts at this monthly price. Though I'm using only 77 cpanel accounts as of now.
That doesn't sound that legit. cPanel license including 400 accounts would cost approximately $140/month.
