This is crazy haha. You can get the /24 subnet of IPs you want for $110~/m so that leaves $40 for a dedicated server with 10Gbps unmetered. Even for LET this is quite unrealistic!
If it was 253 IPv6 ips it would be a lot easier but IPv4... there is no way. Most charge at least 2 eur/ip
