You can switch locations for free 50x, to check several .ru locations for lower latency.
@rustelekom has 3 cores, 3GB and 50 GB SSD with unmetered bandwdith @ 300 Mbps for roughly 4 USD/month (a little bit more considering exchange rates & payment method fees).

There's some other alternatives, but you would need to confirm if you can pay with WebMoney or MIR CCs for example, since some hosts do not accept international cards/crypto/...
