The network port is shared, and continuous high bandwidth usage is not permitted. This includes continuously using Maximum 100 Mbps for 6 hours. In particular, international bandwidth from Vietnam is limited, so continuous use of international bandwidth maximum above 5 Mbps for more than 1 hour is not allowed

Vietnam has had limited speed for international traffic since ages. Even before the undersea cables got damaged. Though since this year, the government has actually committed to improve the infrastructure to be able to compete with (eg SG) and increase the amount of international fiber cables. But that's a longterm plan with steps until 2030.

I gave it a try and the VPS is running fine till now.
International bandwidth is quite low but the location is nice and exotic
