Across all locations? Mostly they have only two upstreams, sometimes three, but e.g. in the US one of them is GTT which I thought improved a lot over the last years in the US (or to refrain it differently: other upstreams there declined...), second is mostly Cogent the dirt road master in the US, third sometimes Zayo. They do also peer on quite some IX. E.g. I (as an enduser thorugh different server providers) found way more problems with Lumen or (on some routes) GSL as upstream than with GTT or Cogent...

Yes, GTT is still considered pretty low tier. A bit better than Cogent but not by much, it's really just a volume blend. Lumen is also going downhill lately though, and GSL is just weird overall.
Most of the Syrian connectivity runs through Cyprus. Most of Cyprus' underseas cables terminate in Marseille. You'll likely want to look for a Marseille VPS, or maybe Paris. OVH may be acceptable if you're on a budget, otherwise, the best latency will likely come from someone like Misaka in Marseille.
Have you checked v6node.com? I'm happy with my server there.

I can say it's much better , but the most playable server here is FRANKFURT for EU , will it gives good ping to it ?

Roughly 20ms from Frankfurt yes, so you would get around 90ms to VAL/LOL servers.
You could still look for other Frankfurt providers that could give you a more direct route, but Misaka is premium.

There's plenty of OVH resellers here, but I'm not 100 % sure which ones
