For that amount you could buy 3 to 4 complete PCs with similar or better specs, only the extra memory you'd have to buy separately and add it later. It's 10 years old consumer hardware that companies are getting rid of in bulk because it doesn't support Windows 11 even if it was poweful enough to run the modern apps (which it may be).

Did the 6.11 kernel and tweaking P/C-states not improve anything?
FYI, the 6.14 PVE kernel is available now as opt-in.
I've tested some time ago both Ubuntu Server 24.04 HWE (6.11) and PVE 6.11 kernels, with no major performance difference.
Since PVE kernels are based on Ubuntu's, I wouldn't expect big difference anyway.
Maybe high disk await times (because of the hdds) are clogging your CPU?

In any case, whatever the hardware, I always get better performance with the debian kernel in a KVM machine than on the host with the pve kernel. It should be the other way around, but that's just the way it is.
I don't know about ubuntu, I don't use it much.
