I have used diverse VPS in Italy, cheap promo ones as well as less cheap ones. Unfortunately your spec. is quite coarse so I can't offer much more than this:
For super cheap use LET and/or serverhunter.
If quality is of concern to you I'd recommend Prometeus. Their support guy is a total a__hole as a person but does a decent job and Prometeus was IIRC multiple times "provider of the year" here, and deservedly so IMO. But they are not super cheap. With a bit of luck you night find a product whose price is at the edge but still more or less within your budget. Note that their website also has a 'promo' page (well at least it had a couple of years ago).
And yes, I did have multiple products, partly over multiple years.
