For Finland you want to look for a Hetzner Reseller. if UK is suitable for you we can help you but as you say Finland / Turkey we may not be suitable based on your request.
Hetzner is a good option for you, but you can check out for Hostkey as an alternative.
Hetzner is great, however, $10-20 per year will not work unfortunately
