First of all I was responding to the statement it was a contradiction. Second of all, not really complaining. Just saying it doesn't suit our needs.
We want to be able to access 10 Gbps any point in time but only in burst and we only need 100 TB in total bandwidth.

You should be able to do this with most providers who have a proper network. However, as others have said and we have said if your end point can't keep up with it that isn't the hosts problem.
Most providers who are offering high bandwidth such as 100TB on 10Gbps as standard offerings typically have a higher bandwidth amount to be able to offer.
I know for us we have 80-400+Gbps to our TOR switches. If we notice it coming close to half of the capacity we add another uplink pair to ensure capacity is there.
