We offer WHMCS at $8.29/mo (Starter - 250 user) with any shared/reseller plan (has to be hosted with us).
We have a lot of customers that will host WHMCS/Blesta on a Shared 50/100G plan with us in one location, and then have resellers in some of our other locations. Also got a few that just use us for the cheap billing licenses and just connect it to their external servers.
the most premium hosting I know is https://www.guru.co.uk/
Guru got bought out by team.blue, who aren't very premium apart from their prices. I don't think they've been fully integrated yet, hopefully they aren't but I think it'll just be a matter of time.
https://krystal.io are however very premium and offer WHMCS licences on some of their packages. They're a bit more pricey than LET is used to however.

We do some pretty solid London based hosting, but without WHMCS licenses unfortunately!
