Buy an IP from AT&T? Probably only US residential proxies - I have never heard of anything other, but I could be wrong.

Not Possible, You need to buy / lease in /24 blocks + its a ISP for residential broadband / internet. so good luck...

Hopefully the OP answers.. I suspect they want an IP in that range for a reason that is better handled by a different solution..
I bet they ping the whole /0 and see which is not blocked by some firewall or something and then just ask here where to get a cheap vps with one of them ips.
You're expected to clarify why you want/need this (and not to simply disappear)
