I Need a Linux VPS at an Affordable Price
I want to buy a cheap Linux VPS.
I am already getting 8 GB RAM and 4 Intel CPU for $4.
However, I need a provider whose website does not offer Windows OS. If Windows VPS is available, then the provider's name should not appear in the ISP of the IP.
I am a VPS reseller and need 100-150 VPS per month.

are you sure you want this? 4 CPU's @ 4 USD per month works only with heavy overbooking of the CPU resulting sooner or later in bad performance.
If you really need 100-150 VPS's we could allocate some physical server for you and run them as a managed cluster for your virtual servers. This way you would have a dedicated cluster environment for you and sell the resources.
We have currently some vacant Intel Xeon SP Gold 6230 servers with NVMe that we could use for that in a cost effective way.
In case that sounds interesting for you, feel free to contact me and let me know how exactly you want to resell the servers.
Are you planning as resell as Windows OS based VPS? If so, consider the suggestion given by @layer7 and go for physical server.
Also, check for the licensing conditions as well before selling windows vps.
