Long story short, I'm looking for a VPS provider/multiple providers with at least 512MB RAM (I think 256MB would also work, but I don't think any modern server OS can handle it) for a creation of personal VPN networks.

My budget is maximum $/€3 per month (less is more preferably of course). Also, the payment should be monthly, not quarterly or yearly.
Disk space don't matter as long as it can handle installation of Debian 11/12 or Alma Linux 8/9 plus about 2 GB additional. And of course SSD or NMVe only.
Also CPU don't matter.
Should be KVM.
The downtime should be minimal (I know for this budget I should expect downtimes, but as I said it should be minimal).
The locations should be any of those: Germany, Finland, France, UK, or Netherlands. And less preferably Switzerland, Poland, or Italy.

My first choice was Hetzner because of the price, performance & no downtime (from my experience), but the specs seems like overkill and I was hoping for a price less than that.

    Personal vpn or shared? Bandwidth will be your biggest thing to find unlimited for that price

    As I said it's just personal, 1 TB/m would be enough.

    HostVDS has cheap hourly VPS in the Netherlands and Finland. You probably want the $2/mo config for the gigabit speed and bandwidth.
