I understand that we are talking about a small amount, but my persistence stems from the principle of accurate billing and transparency.

PayPal has resolved this matter.

Conclusion: The interface (Virtfusion) they use works really well, and the VPS was activated immediately. During my use there were no issues other than my own project that ended up requiring dedicated hardware. However, based on my experience regarding the cancellation I wouldn't recommend this provider.
