Well... they usually do that when card owner does not match service owner... multiple times.
There could be also another reasons.

Hetzner offers 4x22 TB 104 EUR+vat, and nobody will beat their prices, so the @HostSlick offer is the best you could get.
If you have a low budget, lower your needs or increase your budget to get exactly what you need.

This is Not a very High price. Quite Low. We have resellers who buy them in Bulk because of The Low price.
And why were you banned by OVH and Hetzner?
