Does that include all the costs?
I don't know how it is in the US with so many local systems, here we have a few components on the cost (not only Romania, Europe, in general).

1. The power per se, the suppliers are selling to consumers (which they buy from others or are producing directly, like my supplier who uses 90% renewables and contracts 10% nuclear to have in case things go south with intermittent renewables, even as a lot of it is Hydro);
2. Then there is the transportation cost. There is one big company at national level which connects everything and a few local ones which are handling the local infrastructure. Each smaller local distributor, some 5-6 in all country, has own costs and areas of costs, for example, I live in the mountains and it is more expensive here to get power to my distribution panel in house;
3. Then there are taxes. Specific taxes, cogeneration, green certificates, excise, and not specific, VAT like on everything.

In total, my bill is about 1/3 the power, 1/3 transportation and 1/3 taxes. So, while my power costs, per KWh about 5.6 Eurocents, the total cost of the KWh including taxes and transport is about 17 Eurocents.

So, I am curious, in the US, how is this calculated?

The the USA power is generally billed as two primary components, 1) supply and 2) delivery.

Inside each of those components are many different pieces, including surcharges, taxes, recovery fees, etc.

There are parts of Texas where for most of the year the all in cost is between 4 and 5 cents per kwh.

With time of use plan, it can go down to $0.15/kwh which is really good for California. The avg for California is $0.30/kwh

$0.11 in Thailand if you're billed directly, could be up to $0.20 if you have got a greedy intermediary landlord that is marking it up. It has fluctuated a little bit since Ukraine invasion but generally still cheap, biggest expensive for everyone beyond the poverty line here is running aircons.

In my region of the UK it's £0.239/kWh on the standard tariff.

I am thinking of that too, unfortunately it is not very common in my country, I am working at night and also doing everything at night, from showers to laundry and cooking, just out of concern for the environment.
